  • How they select consultants for these projects.
  • Their thoughts on Design/Build for their upcoming projects.

Washington State Department of Transportation, Eastern Region

Keith Metcalf, PE, Regional Administrator: Keith is the Deputy Chief Engineer and Eastern Region Administrator at the Washington State Department of Transportation.  As a licensed Professional Engineer, he has served the department for 37 years in progressively responsible engineering positions. His responsibilities touch upon nearly every activity performed by WSDOT, from highway maintenance and traffic operations, environmental services and permitting, to construction and project development.  He is a graduate of Washington State University with a Bachelor of Science in Civil Engineering.

Spokane Transit Authority

Karl Otterstrom, AICP, Director of Planning: Karl joined Spokane Transit’s executive team in January 2009. His relatively brief yet intensive career in transit planning has included work for the Federal Transit Administration and King County Metro, as well as an internship during his undergraduate studies with STA. He received his masters in urban planning from the University of Washington and is a member of the American Institute of Certified Planners.

Spokane Airports 

Matt Breen, Acting Director, Planning & Engineering Department: Matt has over 25 years of private and public sector construction, engineering, and environmental project management experience, including complex local and international projects to over $30 million in value. Matt obtained his undergraduate degree from the University of California, where he was selected to participate in UC’s prestigious Education Abroad Program in Stirling, Scotland. Matt later obtained his master’s degree from Eastern Washington University. A recent graduate from Gonzaga University’s Emerging Leaders Program, Matt has worked for Spokane Airports since 1994. During his tenure with the Airport, he has managed the Airport’s largest and most ambitious capital projects, including the Ground Transportation Center, construction of the C Concourse, the Terminal, Rotunda and Concourse C Expansions, the New Parking Garage, and the Runway 3/21 Extension Project.

Idaho Transportation Department, District 1

Marvin Fenn, PE, Engineering Manager: Marvin started working for the Idaho Transportation Department in 1991 and has been with District 1 since 1998. He currently serves as the Engineering Manager for District 1. He oversees the engineering side of things, including Design, Traffic, Materials, and the Construction Section
