The City of Spokane Planning Services and Spokane International Airport (SIA) staff will provide an update on planning, future development, and transportation in the West Plains.
Louis Meuler, City Planner from the City of Spokane, will provide an update on the City’s West Plains infrastructure planning effort, a multi-jurisdictional project that includes such partners as the City of Airway Heights, Spokane County, Spokane International Airport, WSDOT, Fairchild Air Force Base, Spokane Tribe, Kalispel Tribe, Spokane Transit Authority, City of Cheney, City of Medical Lake, Cheney School District, and others. After providing a comprehensive review of the existing conditions and needs in the area, efforts are focused on generating alternative solutions to prepare the West Plains for continued growth and coordinating planned infrastructure projects.
In addition, Spokane International Airport's Teresa Eckard, P.E. and Todd Woodard will be on hand to provide an update on the recently-finalized SIA Master Plan, and announce upcoming projects to be designed or constructed within the next five years.

About Our Speakers

Louis Meuler, City of Spokane
Louis has been a City Planner for 19 years for the City of Spokane, and a graduate of Eastern Washington University with a Masters in Urban and Regional Planning.  He is currently Spokane's Long Range Planning Program Manager, and one of the principal staff tasked with updating the City’s 20-year transportation plan and the transportation system design standards. His other ongoing projects include positioning the West Plains for continued economic and job growth.

Teresa Eckard, P.E., Spokane International Airport
Teresa Eckard is the Director of Planning and Engineering at the Spokane International Airport and Felts Field. Teresa grew up in the Yakima Valley and received her B.A. in Civil Engineering from WSU in 1982. After her first job with Turner Construction Company, she went to work for the Port of Seattle as a Project Engineer. Shortly after receiving her P.E., she was promoted to Project Manager at Sea-Tac Airport (operated by the Port of Seattle) in 1990. She received her M.S. in Project Management from City University in 2000, while working on the $2.2 Billion Phase I Capital Improvement Program at Sea-Tac. In 2005, Teresa and her husband took a leave of absence and temporarily moved to Spokane for family reasons, then decided to stay. After completing the construction of their home, Teresa joined Spokane Airports as a Project Manager, and was then promoted to Director of Planning and Engineering in early 2011. 
 
Todd Woodard, Spokane International Airport
Todd is the Director of Marketing and Public Relations for Spokane International Airport, Felts Field Airport and the Airport Business Park. These facilities are jointly owned by the City and County of Spokane and are governed by the Spokane Airport Board. Woodard was hired in the position of Manager in January 1995, and promoted to Director in June 2000.
Woodard’s marketing responsibilities include development of passenger and cargo service; writing and implementing business plans; grant writing for infrastructure enhancements; commercial development of the Board’s properties; providing support for the region’s business organizations, recruitment and tourism efforts; creation and management of Internet homepage and social media; and generating brochures, newsletters and other materials.  His public relations duties involve acting as airport spokesperson and primary media contact; writing and distribution of news releases; and communications with corporate contacts, elected officials and the public. He is also the author of the Spokane Airports’ Foreign-Trade Zone application and is the principal in-charge of activating Zone No. 224.
