The Department of Transportation is requesting $27.9 billion in discretionary budget authority for fiscal year 2024. Coupled with the $36.8 billion in advanced appropriations and the nearly $80 billion in the Highway Trust Fund, DOT is seeking $145 billion in total resources.

Please join OneAEC as we hear updates from some of our regional transportation agencies and their plans for future projects.

Our moderator, Kelly Johnson of Sandis, will lead the discussion on topics including:

  • Update on regional or transportation strategic plans.
  • Update on funding cycle and how it aligns with projects.
  • What projects are being considered in the next 5 years.
  • What are your biggest challenges that the A/E/C community could help you with or remember when delivering your projects?
PANELISTS:
  • Larry Larson, PE, Assistant Regional Administrator WSDOT – Eastern Region/Construction Division: A licensed Civil Engineer, Larry Davidson has responsibility for all development projects in the region totaling $50-$100 Million per biennium. He previously served as Eastern Region Program Manager and as a Project Engineer for the North Spokane Corridor. Throughout his 32 year career Larry has been privileged to gain experience in construction, design, ITS design, traffic and planning.

    Larry is an appointing authority at WSDOT and is involved in Human Resource activities including hiring, discipline actions, mentoring and training. He has extensive public speaking, coaching and mentoring experience both in his job and in the community. He has developed leadership training programs for leaders at WSDOT as well as for youth and volunteer leaders outside of his work. He recently developed a training curriculum called, “Transactional and Transformational Leadership,” and on Preventing bullying in the office environment. Larry has been with the Washington State Department of Transportation for 32 years. He graduated from Oregon State University with a bachelor’s degree in civil engineering in 1991. He received a master’s degree in civil engineering in 1995 from the University of Washington. Larry is active in leadership roles at WSDOT and in his community but finds his greatest joy and purpose in his family where he and his wife have raised 5 children.

  • Lisa Corcoran, Director of Planning & Development - Spokane International Airport (SIA): Lisa Corcoran joined Spokane Airports in 2014 and serves as the Director for the Planning & Development Department for Spokane Airports, which consists of Felts Field Airport, Spokane International Airport, Spokane International Airport Business Park, and the Rail-Truck Transload Facility. Lisa has 27 years of aviation experience managing planning, environmental, engineering and construction projects. She enjoys working in the ever-changing aviation industry solving infrastructure design and construction problems. Lisa has a Bachelor’s Degree of Science in Civil Engineering with a focus in Arctic Engineering and a minor in Mathematics and from the University of Alaska Anchorage. She was also a cohort at Gonzaga University and completed the Emerging Leaders Program in 2016. Lisa is Certified Member (C.M.) with the American Association of Airport Executives (AAAE) and the NWAAE and a member in the Washington Airport Management Association.
  • Karl Otterstrom, Chief Planning & Development Officer, Spokane Transit Authority:  A native of Spokane, Karl Otterstrom joined Spokane Transit’s executive team in January 2009 and has led a number of projects to fruition, including STA’s new City Line Bus Rapid Transit line. Prior to joining Spokane Transit was a transportation planner with King County Metro with expertise in grants, long range planning and bus rapid transit. Prior to his work at King County, he held various professional positions, including work experience with the Federal Transit Administration. Mr. Otterstrom graduated from Eastern Washington University, majoring in urban and regional planning. He received a Master of Urban Planning degree from the University of Washington and is a member of the American Institute of Certified Planners. He has been involved in a number of Spokane community efforts over the years including eight years as a board member of the University District Development Association inclusive of two years as the association’s chairman of the board.
